I don't know how you're running JMeter, it might be the case the path to Java executable is hard-coded somewhere in jmeter.bat startup script. If you're getting Java version as 15 in the command line try running JMeter as java -jar ApacheJMeter.jar from JMeter's "bin" folder.

If 10 threads are used, and the ramp-up period is 10 seconds, then JMeter will take 10 seconds to get all 10 threads up and running.
